Campaasan) 1) The Municipality of Bulalacao, through the 20% Development Fund 2026 intends to apply the sum of Eight Hundred Four Thousand, Seven Hundred Seventy Eight and Ninety Seven Centavos (Php 804,778.97) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Drainage Canal (Brgy. Campaasan). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Municipality of Bulalacao now invites bids for the hereunder works: Name of Contract : Construction of Drainage Canal (Brgy. Campaasan). Contract ID No. : 13265800 Location : Barangay Campaasan, Bulalacao, Oriental Mindoro Description : Construction of a single-cell Reinforced Concrete Box Culvert (RCBC) with a total length of 8.50 meters, having an inner flow opening of 1.50 meters in width and 1.40 meters in height. The structural thickness for the top slab, bottom slab, and vertical walls is 300mm set to align with the designated road level pavement. Structural reinforcement consists of 16mm diameter steel bars @ 150mm On-Center (O.C.) spacing for main reinforcements and 12mm diameter steel bars @ 300mm O.C. spacing for temperature barsin strict accordance with the approved plans and detailed engineering drawings. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from Municipality Bulalacao and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00PM. 5) A complete set of Bidding Documents may be acquired by interested bidders on October 1 to 15, 2026 from the address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 1,000.00. 6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before October 16, 2026 at 9:00 AM. Late bids shall not be accepted. 7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 8) Bid opening shall be on October 16, 2026 at 9:30 AM at Municipal Conference Hall, Bulalacao, Oriental Mindoro. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 9) The Municipality of Bulalacao reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
