PURCHASE OF RICE

INVITATION TO BID FOR THE PURCHASE OF RICE 1. The LGU–Garchitorena, through the MDRRMF 2026, intends to apply the sum of ONE MILLION TWO HUNDRED FOUR THOUSAND PESOS (Php 1,204,000.00), being the Approved Budget for the Contract (ABC), to payments under the contract for the PURCHASE OF RICE. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The LGU–Garchitorena now invites bids for PURCHASE OF RICE, under the Most Advantageous Response Bid (MARB) procedure. Delivery of the goods/materials is required within FIFTEEN (15) calendar days from receipt of the Notice to Proceed. 3. Bidding will be conducted through open competitive procedures using a non-discretionary pass/fail evaluation and the Most Advantageous Response Bid (MARB) system, with 85% allocated to the quality proposal and 15% to the price proposal, as the award criteria in the Implementing Rules and Regulations (IRR) of Republic Act No. 12009. 4. Interested bidders may obtain further information from LGU–Garchitorena and inspect the Bidding Documents at the address provided below from 8:00 A.M. to 5:00 P.M., Mondays to Fridays. Submission of a Letter of Intent (LOI) shall be required prior to the release of bidding documents. 5. A complete set of Bidding Documents may be acquired by interested bidders beginning October 5-13, 2026, from the BAC Secretariat Office, Second Floor, Finance Building, LGU–Garchitorena, Camarines Sur, upon payment of a non-refundable fee in accordance with the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00). 6. At the discretion of the Bids and Awards Committee (BAC), the LGU–Garchitorena shall not conduct a Pre-Bid Conference for this procurement activity. 7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before October 14, 2026, at 9:00 A.M. Late bids shall not be accepted. 8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9. Bid opening shall be conducted on October 14, 2026, at 9:00 A.M at the BAC Secretariat Office. Bids will be opened in the presence of bidders’ authorized representatives who choose to attend. The LGU–Garchitorena reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of Republic Act No. 12009, without incurring any liability to the affected bidder or bidders.
