Bambang, Los Baños, Laguna Invitation to Bid for 26DI0116 - Construction of Road including Drainage along Overhead Road STA 0+000 - STA 0+900, Sta. Rosa City, Laguna 1) The Department of Public Works and Highways Laguna 2nd District Engineering Office, Brgy. Bambang, Los Baños, Laguna through the General Appropriations Act (GAA) FY 2026 intends to apply the sum of Php65,843,880.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 26DI0116 - Construction of Road including Drainage along Overhead Road STA 0+000 - STA 0+900, Sta. Rosa City, Laguna. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Department of Public Works and Highways Laguna 2nd District Engineering Office, Brgy. Bambang, Los Baños, Laguna now invites bids for 26DI0116 - Construction of Road including Drainage along Overhead Road STA 0+000 - STA 0+900, Sta. Rosa City, Laguna. Completion of the Works is required 183 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from Department of Public Works and Highways Laguna 2nd District Engineering Office, Brgy. Bambang, Los Baños, Laguna and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. on Mondays to Thursdays and 8:00 a.m. to 12:00 p.m. on Fridays. 5) A complete set of Bidding Documents may be acquired by interested bidders on July 28 – August 25, 2026 from the address below {Insert if necessary: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php50,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Department of Public Works and Highways Laguna 2nd District Engineering Office, Brgy. Bambang, Los Baños, Laguna will hold a Pre-Bid Conference on August 4, 2026 at 9:00 a.m. at Department of Public Works and Highways Laguna 2nd District Engineering Office, New Conference Room, Brgy. Bambang, Los Baños, Laguna and/or through video conferencing via Zoom (Meeting ID: 643 633 6209, Passcode: 537308) and YouTube (DPWH Laguna 2nd DEO Procurement LS) which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below or electronic submission through the electronic bidding facility of the DPWH at electronicbids_laguna2@dpwh.gov.ph on or before August 25, 2026 at 9:00 a.m. Late bids shall not be accepted. If submitting through a representative not listed as official liaison officer in their Contractor’s Registration Certificate (CRC) accessed through the Civil Works Application (CWA), it must be accompanied by any of the following, as proof of authorization: Notarized Special Power of Attorney, Board/Partnership Resolution, and Secretary’s Certificate. Additionally, the representative must present a valid Company ID, and a valid government ID, to ensure the representative is an official company member and to prevent fraudulent actions, such as the unauthorized use of another contractor’s eligibility for personal gain. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on August 25, 2026 and will be immediately opened after the submission of bids at DPWH Laguna 2nd DEO Conference Room, Brgy. Bambang, Los Baños, Laguna and/or via Zoom (Meeting ID: 643 633 6209, Passcode: 537308) and YouTube (DPWH Laguna 2nd DEO Procurement LS). Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Reminder to Bidders: a. Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH – Central Office, Procurement Service (PrS) 5th Floor, Bonifacio Drive, Manila while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 8:00 am to 5:00 pm or at the DPWH website www.dpwh.gov.ph. b. In compliance to D.O. 110 S. 2024, Contractors with Large “A” & Medium “B” PCAB size range, and are participating in the Procurement of Infrastructure Projects of the Department with ABC range to wit; shall submit their ISO Certification 9001:2015: PCAB Size Range Allowable Range of Contract Cost (ARCC) Effectivity Large “A” More than P300 Million but less than P450 Million January 01, 2025 Medium “B” More than P150 Million but less than P300 Million July 01, 2025 Medium “A” More than P30 Million but less than P150 Million January 01, 2026 As for Large “B” contractors, ISO 9001:2015 Certification or its latest version shall continue to be required when participating in the bidding of infrastructure projects costing P300 Million and above as clarified through D.O. 01, series of 2011 until revoked or superseded. c. The interested bidders will be evaluated under a competitive bidding procedure using Lowest Calculated Responsive Bidder (LCRB). d. If the bidder fails to meet any of the requirements or conditions, it shall be post-disqualified based on Article X, Section 63 of the New Government Procurement Act (RA 12009). 11) The Department of Public Works and Highways Laguna 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
