Republic of the Philippines Municipality of Ibaan Batangas BIDS AND AWARDS COMMITTEE Resolution No. 2026-1677 RESOLUTION RECOMMENDING SMALL VALUE PROCUREMENT AS THE MODE OF PROCUREMENT WHEREAS, pursuant to Rule IV Section 26.1 of Republic Act No. 12009 the Procuring Entity shall adopt any of the modes of procurement consistent with the Fit-for-Purpose procurement approach; WHEREAS, Rule I particularly Section 2. Declaration of Policy, states that the provisions of this IRR are in line with the commitment of the Government of the Philippines (GoP) to promote the ideals of good governance with a view towards transparency, competitiveness, efficiency, proportionality, accountability, public monitoring, procurement professionalization, and sustainability in government procurement; WHEREAS, procurement of drugs and medicines is necessary to support indigent patients seeking medical services at the Office of the Municipal Health Officer (MHO) Pharmacy; WHEREAS, Purchase Request dated October 7, 2026 for the supply and delivery of drugs and medicines is attached thereto; WHEREAS, under Section 34 of the IRR of RA 12009 defines small value procurement as a mode of procurement whereby the Procuring Entity requests for the submission of at least three (3) price quotations for Goods not available in the PS-DBM, Infrastructure Projects and Consulting Services; WHEREAS, under Section 34.2 of the IRR of RA 12009 the current threshold amount for the First Class Municipality where the amount involves does not exceed Four Hundred Thousand Pesos (P400,000.00); WHEREAS, the approved budget for the Supply and Delivery of Drugs and Medicines for the Office of the Municipal Health Officer (MHO) Pharmacy, Municipality of Ibaan, Batangas is Two Hundred Ninety-Five Thousand Pesos Only (P295,000.00); NOW THEREFORE, we the members of the BIDS and AWARDS COMMITTEE, RESOLVED as it is hereby RESOLVED to recommend Small Value Procurement as the mode of procurement under Section 34 of the IRR of RA 12009 for the supply and delivery of drugs and medicines.
