Invitation to Bid for Construction and Installation of Solar Street Lights @ Brgy. Binaloan, Taft, Eastern Samar 1) The Local Government Unit of Taft, Eastern Samar, through the approved Annual Budget for the year 2026 under Community Development Fund for the year 2026 taken from the approve Annual Investment Plan with reference code 8000 – 2 – 15, intends to apply the sum of Two Million One Hundred One Thousand and Fifty – Four Philippine Pesos and Eighty Cents only [ Php. 2,101,054.80] being the Approved Budget for the Contract (ABC) to payments under the contract for Construction and Installation of Solar Street Lights @ Brgy. Binaloan, Taft, Eastern Samar. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Local Government Unit of Taft, Eastern Samar now invites bids for Construction and Installation of Solar Street Lights @ Brgy. Binaloan, Taft, Eastern Samar. 46 sets of Solar Street Lights using Lowest Calculated and Responsive Bid award criterion. Completion of the Works is required within Sixty - Six Calendar Days [66 CD]. Bidders should have completed, within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from Jennylin C. Adonis BAC Secretary BAC Office , 2F, Municipal Bldg., Taft, Eastern Samar with contact number 0936-413-3991 and inspect the Bidding Documents at the address given below from 8:00 AM – 5:00 PM Mondays – Fridays except holidays. 5) A complete set of Bidding Documents may be acquired by interested bidders on September 23, 2026 – October 14, 2026 from the address below BAC Office 2F, Municipal Bldg. Taft, Eastern Samar and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos only. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Local Government Unit of Taft, Eastern Samar will hold a Pre-Bid Conference on October 01, 2026 2:00 PM at Mayor’s Conference Rm., 2F RHU Bldg. Taft, Eastern Samar, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below BAC Office, 2F Municipal Bldg. Taft, Eastern Samar on or before October 14, 2026 , 10:30 AM.
