PB 2026-02-GAO: PUBLIC BIDDING OF SECURITY SERVICES REQUIREMENT OF THE OFFICE OF THE OMBUDSMAN FOR CY 2026-2027

INVITATION TO BID FOR PUBLIC BIDDING OF SECURITY SERVICES REQUIREMENT OF THE OFFICE OF THE OMBUDSMAN FOR CY 2026-2027 PB 2026-02-GAO 1) The Office of the Ombudsman, through the General Appropriations Act for CY 2026 intends to apply the sum of FIFTY-FOUR MILLION EIGHT HUNDRED TWENTY THOUSAND SIX HUNDRED SEVENTY-THREE PESOS AND 76/100 (₱54,820,673.76) being the Approved Budget for the Contract (ABC), to payments under the contract for Public Bidding of Security Services Requirement of the Office of the Ombudsman for CY 2026-2027 with Project Identification Number PB 2026-02-GAO. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Office of the Ombudsman now invites bids for the Public Bidding of Security Services Requirement of the Office of the Ombudsman for CY 2026-2027 (PB 2026-02-GAO). The One (1) Year contract for the security services shall commence within thirty (30) days upon receipt of the Notice to Proceed (NTP). Delivery of services shall be made in accordance with the terms specified in the Schedule of Requirements and Technical Specifications. Bidders should have completed contracts similar to the Project, at least five (5) years from the date of submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. The award shall be given to the bidder with the Lowest Calculated and Responsive Bid (LCRB) following the procedures under Sections 61 and 63 of the same IRR. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from the Office of the Ombudsman-Bids and Awards Committee-General Administration Office (BAC-GAO) Secretariat either personally, by calling the following numbers (02)8951-2301/(02)5317-8300 local 1250 and 1251, or by sending an email to bacgaosec@ombudsman.gov.ph, and inspect the Bidding Documents at the address given below during Mondays to Fridays, except holidays, from 08:00AM to 05:00PM. 5) A complete set of the Bidding Documents may be acquired by interested Bidders from 24 September 2026 to 14 October 2026 from the address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIFTY THOUSAND PESOS (₱50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Office of the Ombudsman, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Office of the Ombudsman will hold a Pre-Bid Conference on 02 October 2026 (Friday) at 10:00 A.M. at the Hearing Room, Main Building, Office of the Ombudsman, Sen. Miriam P. Defensor-Santiago Avenue, Brgy. Bagong Pag-asa, Diliman, Quezon City, which shall be open to prospective Bidders. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be conducted on 15 October 2026 (Thursday) at 10:00 a.m. at the Hearing Room, Main Building, Office of the Ombudsman, Sen.
